1. ABOUT GARDP FOUNDATION
The Global Antibiotic Research & Development Partnership (GARDP Foundation) is a not-for-profit global health organization registered in Geneva, Switzerland. GARDP’s mission is to accelerate the development and access of treatments for drug-resistant bacterial infections. It does so by forging public-private partnerships all over the world to develop and expand access to treatments for serious bacterial infections and sepsis in adults, children and newborns, as well as sexually transmitted infections (STIs).
GARDP Foundation responds to the crisis in antimicrobial resistance. In 2015, the World Health Assembly, the decision-making body of the World Health Organization (WHO), adopted the Global Action Plan on Antimicrobial Resistance. The following year, to deliver on this plan, WHO and the Drugs for Neglected Diseases initiative created GARDP. In 2018, the GARDP Foundation was legally established as an independent entity.
Since then, GARDP Foundation has developed a portfolio of antibiotic treatments that targets WHO priority pathogens, priority diseases and key populations/regions that are especially affected by drug resistance. It is also pioneering new access initiatives with innovator, manufacturing and distribution partners.
As of 2024, the GARDP team consists of about 100 people who collectively share extensive cross-sector R&D and access experience. They work with the key public and private sector stakeholders and partners, such as the research and development community, donors, industry and implementing countries.
2. PROJECT BACKGROUND & PURPOSE OF THE RFP
Background to project
GARDP is at a pivotal moment as it prepares to introduce, manage & expand its portfolio of antibiotic treatments in priority geographies, making it essential to have robust business intelligence to inform its strategies.
GARDP Business Development team Is looking for well-organized antibiotic business intelligence data to identify strategic opportunities, understand competitive dynamics and anticipate market trends in the antibiotic space.
Purpose of RFP
The primary purpose of this RFP is to identify and engage a service provider capable of delivering comprehensive business intelligence data on the antibiotics market.
3. RFP INSTRUCTIONS
General information
GARDP’s procurement process aims to secure best value for money and effective competition through a pragmatic and transparent process.
This RFP will be published on the GARDP website.
GARDP is seeking responses from suitable suppliers to this Request for Proposal (RFP) for the provision of Business Intelligence on the Antibiotic Landscape.
In issuing this RFP, GARDP Foundation seeks to identify and engage a supplier who is:
- Able to provide the products/services required by GARDP Foundation in the manner set out in the Scope of Services;
- Able to demonstrate a commitment and ability to working in collaboration with GARDP Foundation over the term of any agreed contractual period to continuously seek improvements in value, efficiency and productivity in connection with the provision of the services.
More specifically:
- GARDP Foundation invites you as a supplier to submit a proposal in regards to this Request For Proposal (RFP).
- This entire RFP and all the related discussions, meetings, information exchanges and subsequent negotiations that may occur are subject to the confidentiality terms and conditions to be executed with effective date October 2nd, 2025 (upon attached GARDP template).
- All suppliers are required to complete and return the Compliance Self-declaration in Annex 1, simultaneously to submitting their proposal.
- The issuance of this Request for Proposal in no way commits GARDP Foundation to make an award.
- GARDP Foundation reserves the right to:
- Reject any proposal without any obligation or liability to the potential supplier.
- Withdraw this RFP at any time before or after the submission of bids without any advance notice, explanation or reasons.
- Accept a proposal other than the lowest one
- Award a contract on the basis of initial proposals received without discussions for best and final offers
- Award all services to only one supplier or allocate them to different suppliers, as GARDP Foundation considers necessary
- Late submission proposals, i.e., later than Closure of Business of the supplier, are subject to rejection (see timelines in section 2.2).
- GARDP Foundation reserves the right to request additional data, information, discussions or presentations to support the proposal. Bidders must remain available, upon reasonable notice, to discuss details of their proposal during the RFP process.
- All offers should be submitted in an electronic format and in English, with budgets preferably in euros.
- A proposed timeline set out below (section 2.2) indicates the process GARDP Foundation intends to follow. If there are changes to these timelines, GARDP Foundation will notify you in writing.

Instructions
Each bidder may request further clarifications regarding this RFP by addressing their questions in writing to the dedicated key contacts identified below. These questions should be submitted to GARDP Foundation at the date mentioned in section 3.2 Timelines of the RFP.
In order to ensure a fair bidding process, questions on the substance related to this RFP will only be answered in a document shared with all the bidders on the date indicated in section 2.2. Timelines of the RFP.

Format and content of the proposal
Following the issuance of the RFP, all interested suppliers will be invited to submit a proposal with the following elements:
- A cover letter including:
- Name and address of the supplier
- Name, title, phone number and email address of the person authorized to commit contractually the supplier
- Name, title, phone number and email address of the person to be contacted about the content of the proposal, if different from above
- Signature of this letter by a duly authorized representative of the company
- Acceptance of the RFP instructions, as outlined in section 2
- The methodology proposal that explains the approach chosen to enable GARDP to meet project timelines, deliverables and ensure quality results.
- A financial proposal that details the cost basis structure and fee.
- Administrative information, which includes company information, general services provided, customer’s references, pricing strategy for not-for-profit organizations, etc.
- Financial stability confirmation, which includes basic financial statements for the past three years (P&L, Balance Sheet, cash flow statement)
- Any other relevant information that would enable GARDP Foundation to assess the possibility of contracting the supplier
Conflict of interest

4. SCOPE OF WORK
Terms of Reference and Scope of Work– Business Intelligence Report on the Global Antibiotics Market
- Scope: Worldwide
- Products: Antibiotics only (targeting Gram+/Gram- infections), but not TB/HIV products
Step 1: Preparation of master files on which part of the update will be based
- Dashboard / Excel document with the list of approved antibiotics under patent or data protection
- Data on the antibiotics (name, year when the IP will expire first, turnover if available)
- Commercial licensing agreement per antibiotic:
- Type of agreement
- Financial information related to the deal / agreement
- Geographical distribution (footprint of the antibiotic with information on partners)
- Any other conditions
- Dashboard of investments done by CARBX, AMR Action Fund, other such organizations

- Update of all business information related to innovative companies in the field of antibiotics (fundraising, inclusion in CARBX portfolio, licensing deals and collaboration agreements for antibiotic development, bankruptcy, etc.)
- Any novel antibiotic approvals and regulatory milestones across major markets (US FDA, EMA, PMDA, Health Canada)
- Any new commercial licensing agreement or new partnership opportunities for an antibiotic in the dashboard
B. Generic Antibiotics Market Intelligence
- New business information concerning key generic antibiotic players globally
- Acquisition, divestment, new collaboration
- Generic drug approvals and ANDA filings for antibiotic products
- Supply chain disruptions affecting generic antibiotic availability
- Any update on competitive dynamics and pricing trends in generic antibiotic segments
C. Antibiotics CDMO (Contract Development and Manufacturing Organization) Intelligence
- CDMO capacity expansions and new facility investments for antibiotic manufacturing
- Partnership announcements between pharmaceutical companies and antibiotic-focused CDMOs
- Regulatory compliance updates affecting CDMO operations (GMP, FDA inspections)
- Any new technology transfers and manufacturing process improvements
- Pricing models and service offerings evolution in antibiotic CDMO space
- Any update on geographic expansion of CDMO services into emerging markets
D. Others
- Any update of existing or new “antibiotic pull incentive mechanisms including market entry rewards and subscription models

Deliverable
- The RFP will be awarded for a period of max 3 years

- Research Methodology: Secondary research (no primary research)
- Frequency:
– Report critical events every 2 weeks (critical events to be defined by GARDP)
– Monthly report summarizing key developments- Max 10 pages summary
Payment schedule
- Step 1: To be invoiced once approved by GARDP team
- Step 2: To be invoiced every 6 months
5. CRITERIA FOR SELECTING SUPPLIERS
The decision to award any contract as a result of this RFP process will be based on Suppliers’ responses and any subsequent negotiations or discussions. The decision-making process will consider the ability of each supplier to fulfil GARDP Foundation’s requirements as outlined within this RFP and the total cost of the offer.
Proposals will be assessed against, but not limited to, the following criteria:
Technical criteria
Technical criteria will weigh a maximum of 70% of the award decision. They include technical expertise, project experience, team structure, project plan proposal, project management capabilities, client recommendations, values and cultural fit.
Financial criteria
Financial criteria will weigh a minimum of 30% of the award decision. They include supplier competitiveness and the completeness of the offer, payment schedule based on deliverables, and a special discount for not-for-profit organizations.
Proposals evaluation and bid defense meeting
Based on a pre-aligned selection grid, the GARDP Foundation selection committee will evaluate all written proposals to determine which suppliers shall be invited to a virtual meeting with the GARDP Foundation selection committee.
The duration of each meeting will be around 1 hour, including follow-up questions and answers. Agenda and potential questions will be shared in advance, together with the invitation to participate.

Please list/describe any additional services that you feel would benefit GARDP Foundation and their associated costs (if any).
