GARDP’s feedback on the development of the IPEA
20 November 2025
The 2024 UN High Level Declaration on Antimicrobial Resistance (AMR) included a commitment to launch a new Independent Panel on Evidence for Action against AMR (IPEA). The Declaration called for the “Quadripartite organizations to establish an independent panel for evidence for action against antimicrobial resistance in 2025 to facilitate the generation and use of multisectoral, scientific evidence to support Member States in efforts to tackle antimicrobial resistance, making use of existing resources and avoiding duplication of on-going efforts, after an open and transparent consultation with all Member States on its composition, mandate, scope, and deliverables.”
The Quadripartite is now engaging both civil society and the AMR community, including GARDP, as well as Member States, to develop the structure, composition, and policies that will frame the operation of the IPEA. We are sharing our feedback, developed in partnership with a range of other organizations, on the latest set of proposals, to ensure that the IPEA can meet the objectives and commitments laid out in the Political Declaration.
GARDP hopes that the final framework and structure for the IPEA can meet the challenge of antimicrobial resistance to the benefit of people and health systems worldwide.
