1. ABOUT GARDP FOUNDATION

    The Global Antibiotic Research & Development Partnership (GARDP Foundation) is a not-for-profit global health organization registered in Geneva, Switzerland. GARDP’s mission is to accelerate the development and access of treatments for drug-resistant bacterial infections. It does so by forging public-private partnerships all over the world to develop and expand access to treatments for serious bacterial infections and sepsis in adults, children and newborns, as well as sexually transmitted infections (STIs).

    GARDP Foundation responds to the crisis in antimicrobial resistance. In 2015, the World Health Assembly, the decision-making body of the World Health Organization (WHO), adopted the Global Action Plan on Antimicrobial Resistance. The following year, to deliver on this plan, WHO and the Drugs for Neglected Diseases initiative created GARDP. In 2018, the GARDP Foundation was legally established as an independent entity.

    Since then, GARDP Foundation has developed a portfolio of antibiotic treatments that targets WHO priority pathogens, priority diseases and key populations/regions that are especially affected by drug resistance. It is also pioneering new access initiatives with innovator, manufacturing and distribution partners.

    As of 2024, the GARDP team consists of about 100 people who collectively share extensive cross-sector R&D and access experience. They work with the key public and private sector stakeholders and partners, such as the research and development community, donors, industry and implementing countries.

    2. PROJECT BACKGROUND & PURPOSE OF THE RFP

    1. Background to project

    The setup and delivery of competitive multi- partner consortium applications including shaping the proposal and development of associated application forms and budget from early planning through to final submission and post-award project management and delivery. The request is to invite defined models of delivery to enable GARDP to work in collaboration and quickly response to future funding opportunities.

    2. Purpose of RFP
    GARDP receives funding from a broad range of donors, including EDCTP3 and Horizon Europe through its participation in consortia. Switzerland’s full association with Horizon Europe has expanded GARDP’s opportunities to engage in new consortium-based funding calls. GARDP is seeking support to lead future applications to programs such as Horizon Europe, EDCTP3 and the NIH, working alongside its internal grant management team to develop and submit high quality proposals and meet associated financial, legal and communications requirements. While the request is aligned with the 2027 Horizon Europe call HORIZON HLTH 2027 01 DISEASE 08 on innovative antimicrobials, the service model may also extend to additional funding opportunities.

    3. SCOPE OF WORK

    GARDP seeks to engage a provider with prior expertise in the field of infectious disease proposal development to provide application and consortium support e.g. fee for service or no win-no fee as full consortium partner
    Following confirmation and agreement to support an identified funding call opportunity, work with GARDP to:
    Scope, design and agree final consortium taking into consideration relevant call eligibility criteria, partner strengths and scope of call.
    Working in close collaboration with GARDP Grant Team and Technical colleagues, lead the drafting and submission of the final proposal(s) to include coordinating with consortium partners to solicit timely and appropriate input to support documentation and create a compelling grant proposal and associated funding request. Review and evaluate content for quality and compliance and provide critical feedback to fit funder guidelines and selection criteria and conduct all administrative duties for grant submission.
    If awarded, support project set-up including communication and contracting with all consortium partners, kick-off and ensuring all ongoing funder monitoring and reporting commitments are met. Manage implementation to ensure activities meet funding requirements. Serve as a key point of contact and keep consortia partners informed of upcoming deadlines, deliverables and meeting commitments to ensure smooth delivery. Provide any required training to ensure consortium members adhere to funding rules.

    4. DELIVERABLES

    Application development plan in report or pptx format (to include confirmed consortium, timelines and meeting schedule, responsibilities for defined tasks to enable successful proposal submission to funder).
    Full draft proposal in funder template format available ahead for internal approval and submission ahead of the funder deadline.
    Signed and approved consortium legal documentation
    Post award delivery plan in report or pptx format (to include confirmed consortium, timelines and meeting schedule, responsibilities for defined tasks to enable successful proposal submission to funder).
